Boulder County Community Planning and Permitting Department is seeking to hire a Planner I OR a Planner II - Development Review Team - Access & Engineering. Do you love being part of a fast-paced work environment and tackling challenging development issues? If you answered yes to any of these questions, this Planner I/II position might be the job for you! The Planner II position performs professional level planning tasks of moderate to advanced difficulty, while collaborating with the dynamic Development Review Team in the Community Planning & Permitting Department. The Planner works as part of the Development Review Team's (DRT) Access & Engineering group and supports the County Engineer's efforts to enforce the Boulder County Multimodal Transportation Standards. The Planner performs a variety of professional technical and administrative functions in land use planning, development review, site development work, and contemporary engineering design practice. While performing the duties of this position, the Planner conducts work in both field and office settings, with travel to different locations within Boulder County. Field work includes site visits to rough and mountainous terrain. The person in this position is expected to perform both community development and civil engineering related work. 
 
This is a full-time, benefited position, that will work, Monday - Friday 8:00am - 4:30pm with some flexibility. This position will work remotely and out of 2045 13th Street Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.
 
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
 
Planner I (PL1) Hiring Salary Range: $60,756.00 - $74,136.00 Annually
Planner II (PL2) Hiring Salary Range: $70,320.00 - $75,000.00 Annually
 
Tentative Hiring Timeline:

  • First Round Interviews: July 22nd 
  • Second Round Interviews: July 29th

Examples of Duties

 

  1. Is often the first point of contact in assisting members of the public by providing information related to the county's land use and transportation regulations and requirements, policies, procedures and programs, and answering general inquiries
  2. Communicates applicable code requirements and review criteria to county staff, the general public, and elected officials in a concise manner and applies codes and standards to land use review and permitting processes
  3. Reviews grading calculations and plans and access design for compliance with relevant Multimodal Transportation Standards, the Boulder County Land Use Code, Storm Drainage Criteria Manual, Comprehensive Plan, and best planning and engineering practices
  4. Reads and interprets land use codes, multimodal transportation standards, comprehensive plans, and civil engineering, architectural, topographic, structural and site plans
  5. Addresses public and interdepartmental inquiries about engineering, transportation, and site drainage for new development
  6. Performs document management tasks including organizing, tracking, and cataloging project documentation using consistent and easily understandable formats
  7. Reviews and issues building and transportation permits; conducts field inspections to ensure that transportation facilities and access, drainage, and site stabilization improvements have been built to comply with approved plans and permit conditions; conducts inspections for permits and licenses
  8. Provides guidance to entry level planners including code interpretation and assignments related to development applications and permit reviews.
  9. Performs related work, as required
  10. May be reassigned during emergency situations

EDUCATION & EXPERIENCE:
Boulder County is looking for well-qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. The minimum requirements are as follows:
Planner I: Bachelor's degree in planning, civil engineering, or related field PLUS one year of experience in civil engineering; urban, rural, regional, transportation, parks or community planning; or other related field.
Planner II: Bachelor's degree in planning, civil engineering, or related field AND two years of professional experience in urban, rural, regional, transportation, parks or community planning, or other related field.

Additional education may count toward the required experience. 

DRIVER'S LICENSE:

  • Applicants must have a valid driver's license and a clean driving record

Supplemental Information

PREFERRED QUALIFICATIONS: 

  • Knowledge and experience in site planning, landscape design, development review, civil engineering or related field.
  • Planner I: Basic knowledge of theory, principles, and practices of civil engineering, traffic engineering, transportation planning and design, site design and drainage, and/or land use planning as well as factors that influence community development in both urban and rural areas.
  • Planner II: Applied knowledge of theory, principles, and practices of civil engineering, traffic engineering, transportation planning and design, site design and drainage, and/or land use planning as well as factors that influence community development in both suburban and rural areas. Basic knowledge of geotechnical and water resource engineering concepts.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Ability to prioritize and handle a dynamic workload that involves a variety of application types and multiple deadlines.
  • Strong skills in preparation of technical reports and public presentations, as well as ability to express ideas clearly and concisely, both orally and in writing.
  • Ability to establish and maintain effective working relationships with other county employees, the general public, design professionals, and elected and public officials.
