Land Use Research & Data Analyst (Analyst III)

This remote position will be part of the Community Development Office's new Land Use Technical Assistance Unit in DOLA/Division of Local Government. This work unit is responsible for providing guidance, resources and direct technical assistance to local and regional governments to comply with land use requirements in state statute. Through housing needs assessments and action plans, accessory dwelling unit requirements, parking requirements, transit oriented community planning requirements, etc., the result is more affordable housing and strategic growth in Colorado communities.

The Land Use Research & Data Analyst will provide data development and analysis, research, compliance review,  and technical assistance, focused primarily on three programs created in the 2024 legislative session, which are:

  • Sustainable Affordable Housing Assistance Program (SB 24-174)

  • Housing in Transit Oriented Communities (HB24-1313)

  • Accessory Dwelling Units Program (HB24-1152)

They will help track significant amounts of data and also may assist the State Demography Office with GIS mapping assistance provided to local governments. This position is funding-dependent but DOLA expects to have funds through at least the end of June 2026. Position will need to have at least 6 years of relevant experience.                                                                              Closing date: 10.28.24 at 12pm.

Preferred Qualifications

  • Experience as a State of Colorado permanent employee gathering, reviewing and reporting on data or working with data in the urban/regional planning field;

  • Significant coursework or experience  in Statistics or Data Science;

  • Understanding of  key computer programming languages, such as Hadoop, JavaScript, Python, R for Statistical Computing, SQL or XML;

  • Experience using data to determine housing needs analyses, housing market analyses, spatial analyses, transit data analyses, data visualization, financial and economic modeling, or similar work;

  • Proficient in computer applications and software to include Google Suite and Microsoft Office.
