Plans, organizes, and supervises the Code Enforcement functions for the Planning and Community Development Department, including the development of staff training plans and manuals. Performs duties related to the zoning enforcement of the El Paso County Land Development Code and the County rubbish, weed, graffiti, and unsafe building ordinances. Interacts extensively with the complaining parties and alleged violators. Monitors conditions of compliance for zoning, variance of use, special use requests, and administrative approvals; prepares reports as appropriate.

 

Essential Duties/Responsibilities

 

  • Supervises personnel involved in Code Enforcement activities; organizes, coordinates, and schedules work activities for the most cost-effective and efficient use of time, personnel, materials, and equipment; ensures work is performed in accordance with established procedures and standards. Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process.
  • Develops staff training programs for code enforcement personnel.  Determines and schedules training to improve staff skills in the areas of in-the-field customer service, animal interactions, and conflict resolution.
  • Assists the leadership in developing code enforcement-related policies; implements policies throughout the code enforcement division.
  • Prepares or assists in the preparation of zoning compliance requests or administrative determinations.
  • Responds to escalated calls and written referrals concerning alleged violations of the Land Development Code, rubbish, weed and brush, graffiti, and unsafe building ordinances.
  • Interacts extensively with complaining parties and alleged violators; acts in a courteous and professional manner.
  • Performs site inspections where alleged code and ordinance violations are found or reported and advises Code Enforcement Officers.
  • Monitors development permit compliance, including inspecting sites and properties for compliance.
  • Researches the historical background of properties and prepares written reports evidencing violations, routes reports appropriately, and initiates issuance of violation notices to property owners. Notifies homeowners and/or concerned neighbors regarding violations.
  • Reviews written reports developed by code enforcement personnel prior to publication.
  • Develops compliance schedules for violators.
  • Presents testimony before the Board of County Commissioners and District Court regarding zoning enforcement, compliance activities, and appeals.
  • Posts hearing notices and violation notices on properties.
  • Develops effective working relationships and acts as liaison to various governmental and private agencies.  Coordinates extensively with the County Attorney's Office.
  • Provides support to the Planning Division in processing applications to rectify violations as requested.
  • May participate in revisions to the Land Development Code pertaining to Code Enforcement issues and enforcement procedures.
  • Provides support to leadership as needed.
