Position Overview:

Tract is seeking an Entitlements Manager depending on experience,  that will be located at Tract Headquarters and within Tract’s portfolio markets and will report directly to the Senior Director of Entitlements.  This role will support the Entitlements Directors and assist in market entitlement activities. The position will be involved in the Company’s interactions with counties, municipalities and governmental officials in connection with the Company’s site selection, land acquisition and development efforts. Our ideal candidate will have a demonstrated track record in processing and achieving entitlements for large-scale commercial, industrial or multi-use development projects. The successful candidate will be a self-starter, comfortable working in a fast-paced, entrepreneurial, and team environment and with oversight from the Entitlement Directors.

 

Responsibilities:

The Entitlements Manager will be a critical member of the Tract team and will be expected to bring their unique talents and experience to advance Tract’s strategic objectives.  These roles will be responsible for assisting in the successful zoning/entitlement processes to allow horizontal development projects on Tract land and to position Tract customers for successful future development of data center campuses. 

 

Specific functional responsibilities, regardless of position, will include but not be limited to:

 

  • Assist in the management and strategic planning of multiple entitlements, pre-construction activities, and community engagement for master planned data center parks.
  • Research applicable regulatory requirements for the various jurisdictions, compile into a database, manage said database for the benefit of the entitlements team, and update this information on a regular basis.
  • Track, research, compile and present information on the data center industry that is relevant to the entitlements process. 
  • Assist in the management of entitlements consultants, especially in onboarding and schedule generation.
  • Coordinate information to be provided to the public, including developing FAQs and responding to emails.
  • Monitor local news and social media for posts relative to the Company’s projects and other relative data center projects.
  • Assist in the preparation of application materials such as preparing application forms, writing project narratives and managing response to comment letters.
  • Review submittal materials to ensure accuracy and completeness.
  • Prepare agendas, organize, and attend meetings with jurisdictional staff, regulatory agencies, and the public as applicable. Take detailed notes and provide follow-up minutes to appropriate parties.
  • Assist in preparing materials such as presentations and handouts for meetings with state and local agencies, including public hearings and community engagement meetings.
  • Attend meetings virtually and in-person to provide support to the team.

 

Baseline Requirements

Education:  Bachelor's degree from an accredited four-year college or university in Planning, or a related field preferred, but candidates whose experience includes a combination of education, training and working experience and who demonstrate the required knowledge, skills, and abilities to perform the essential functions of the job will be considered.

 

Experience: A minimum of five years of experience in land use planning, real estate development, or economic development. Data center, utility, or telecom experience preferred but not required.  Specific experience and focus on zoning and entitlements required.

 

Travel: This position will involve some travel time with project teams to various markets.

  • Establish and maintain effective working relationships.
  • Demonstrated project management skills, preferably connected to real estate development or construction.
  • Willingness to take direction from Director level team.
  • Ability to problem solve, leveraging independent analysis, local relationships, corporate resources, and executive support.
  • Detail oriented to support data-driven analysis and decision making.

  • Dependable and trustworthy to deliver expected results living up to the values of the company.

 

This position will be based at the Denver headquarters. 

 

Entitlements Manager Expected Salary Range: $110,000 to $150,000 based off of experience,  plus Bonus
