Summary:
The Planner II-III positions perform the most highly skilled professional planning and development work and assists the Community Development Director in the following general capacities:
- Provide information and assistance to citizens, developers, and contractors regarding development codes, entitlement processes, procedures, permit requirements, and information.
- Coordinating and participating in the review of land-use applications.
- Assisting with the research and development of short- and long-term strategies and policies to help ensure that the Town of Lochbuie grows intelligently and sustainably.
- Providing staff support to boards, committees, and commissions as needed.
Essential Duties & Responsibilities:
The list below illustrates the position's responsibilities and is not all-encompassing. The Town may change these duties at any time.
- Assists the Community Development Director in revising relevant aspects of the development code.
- May act in a lead capacity within areas of expertise and may direct the work of others assisting with assigned projects.
- Assists the Community Development Director in the ongoing coordination and support of the Development Review Team (DRT), Board of Trustees, and other committees/commissions.
- Serves as project planner for more complex land use applications (annexations, subdivisions, rezoning, etc.).
- Provide information on zoning regulations, utilities, transportation, and other topics to the development community and public via phone, email, and in person.
- Reviews or assists in the review of land use and building permit applications for conformance with codes, plans, and regulations.
- Coordinates community outreach related to development projects through public notices, neighborhood meetings, and other activities.
- Prepares and presents detailed reports to the Board of Trustees and other audiences as needed.
- Attend Denver Regional Council of Government (DRCOG) and Adams County Council of Governments (ADCOG) meetings to facilitate grant applications and other Town interests.
- Conducts or assists with code and/or comprehensive plan amendments and other proposals.
- Collects data and prepares reports and maps as needed.
- Attends evening and weekend meetings, as requested.
- Assists with code enforcement cases when needed.
- Performs other related duties as assigned or required.

- Ability to perform complex tasks with a high level of independence.
- Knowledge of the primary and more advanced principles and practices of planning.
- Knowledge of land development and the municipal/county development review process.
- Knowledge of, or the ability to learn, the practices and processes related to permitting.
- Knowledge of principles and practices of research and data collection.
- Ability to communicate effectively and clearly verbally and in writing to a wide variety of audiences, including contractors and other development professionals (engineers, architects), elected/appointed officials, other staff members, and members of the public.
- Knowledge of basic statistical, algebraic, and/or geometric methods and ability to apply them in practical situations.
- Knowledge of computer hardware and software programs, including Microsoft Office, Internet applications, and GIS.
- Skill in creative problem-solving to gather information and address complex issues.
- Ability to explain rules and procedures clearly to staff, developers, contractors, and the public in both oral and written form.
- Skill in reviewing plans and ensure compliance with Town codes and standards.
- Ability to create graphic designs and development strategies and render site plans via sketches and/or computer graphics is highly desirable.
- Ability to work on several projects or issues simultaneously.
- Ability to work independently or in a team environment.
- Ability to attend to details while keeping big-picture goals in mind.
