SUMMARY:
Performs professional, technical and confidential duties, in support of the Planning and Development Department.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Reviews or assists in the review of moderately difficult development proposals and site plans for conformance with codes, plans, and regulations.
Implementing and enforcing the City’s Comprehensive Plan, zoning regulations, subdivision regulations, or other land use and development ordinances.
Prepares and presents detailed reports on development proposals to government bodies.
Collects a variety of statistical data and prepare reports and maps on topics such as census information, land use, tax base data, and occupancy rates.
Compiling information and making recommendations on special studies, and preparing planning reports, charts, and maps.
Evaluates or assists in the evaluation of rezonings, code amendments, site plans, conditional use permits, variances and other proposals.
Presents projects to the City Council, Planning Commission, Historic Preservation Board, and Board of Adjustments.
Attends City Council, Planning Commission, Historic Preservation Board, and Board of Adjustment public hearings.
Negotiates with applicants and mediating conflicts; documenting agreements and monitoring project implementation with approval proposals.
Acts as liaison with the public, developers, City departments and boards regarding land use issues, regulations and development review process; prepares and reports analyses for City and citizens.
Assist with the preparation of public handouts and counter materials, assists the public in the use and interpretation, of the Fruita Land Use Code.
Carry out a variety of operational and administrative activities.
Maintain an accurate filing system for all planning and tracking of current projects.
Perform inspections as needed for Certificate of Occupancy, Planning Clearances, and Subdivision and Development Improvements Agreements.
Oral communication and interpersonal skills to explain rules and procedures clearly to the public.
Creative problem-solving skills to gather relevant information to solve vaguely defined practical problems.
Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.
Ability to create graphic designs, development strategies, and render site plans via sketches and/or computer graphics highly desirable.
Participating in coordinating planning and development activities with other departments and outside agencies; coordinating and facilitating pre-application meetings.
Answering questions and providing information to the public; investigating complaints and recommending corrective action, as necessary, to resolve complaints concerning the City’s planning functions.
Ability to work on several projects or issues simultaneously.
Ability to work independently or in a team environment as needed.
Ability to attend to details while keeping big-picture goals in mind.
Assists with Fruita Master Plan updates as needed.
Research and draft ordinances for review.
Participates in Development Review meetings. Identifies and discusses pertinent issues related to adopted Master Plan elements; helps to resolve conflicting positions or clarify interpretations as well as identify specific solutions to problems.
Participates in neighborhood meetings as needed.
Performing other related duties and responsibilities as required.
JOB QUALIFICATIONS:
Education, Training, and Experience:
Completion of a bachelor’s degree in urban planning or closely related field and 2 years previous experience in a related position or any equivalent combination of education, training and experience. Urban and regional planning and development experience is desirable. Master’s Degree is preferred as well as post-academic experience with GIS.
Special Licenses, registrations or Certifications:
Possession of, or the ability to obtain, a valid Colorado Driver's License.
Must pass a criminal background check.
An AICP certification is preferred
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds. Work is generally confined to a standard office environment.
