The City and County of Denver has announced furlough days, or unpaid days off, for most employees to meet a budget shortfall in 2025. There are two fixed furlough days for all limited (temporary positions with an end date) and unlimited (permanent) employees on August 29th, the Friday before Labor Day, and November 28th, the day after Thanksgiving. If you receive an offer for this position, your annual pay will determine whether you are required to take additional furlough days. Who We Are & What You’ll Do

 

Community Planning and Development (CPD) is seeking a highly organized, detail-oriented individual to serve as the HUD PRO Housing Grant Manager. In this role, you will be responsible for administering and managing the City’s PRO Housing Grant, ensuring the effective implementation of this $4.5M federal grant to remove barriers to affordable housing while maintaining compliance with all funding regulations and program objectives. You will coordinate the planning and execution of all grant activities, and guide collaboration with various city departments and external stakeholders across projects to ensure the efficient disbursement of funds, project tracking, and performance reporting.  You will also supplement the efforts of project managers for the other five grant activities as needed. This position will be essential to delivering the benefits to low- and moderate-income persons, including the facilitation of affordable housing production in accordance with HUD requirements.

 

Key responsibilities will include:

  • Oversee the ongoing administration of the HUD PRO Housing Grant, managing all phases of grant processing from establishment to post-award monitoring and close out in 2029.

  • Project management and project support: Oversee one or more of the grant activities, such as the infrastructure gaps analysis for affordable housing as well as Unlocking Housing Choice and other regulatory efforts under this grant.

  • Interagency Communications and Coordination: Oversee the ongoing management, coordination and advancement of all HUD approved across CPD, the Department of Housing Stability (HOST), and other agencies for each relevant activity to advance affordable housing across Denver.

  • Budget management: Oversee the grant budgets, working in HUD’s Disaster Recovery Grant Reporting (DRGR) system and Workday to ensure timely payment of grant funding.

  • Grant Reporting: Work with project teams to develop a system for timely reporting on progress and metrics as identified in the HUD approved Action Plan on a quarterly basis and complete an annual report. Coordinate with CPD’s communications team to assist in the maintenance of the required public website that provides information on how the grant funds are being used and related progress.

  • Compliance Monitoring: Build a working knowledge of HUD requirements to ensure ongoing compliance and successful administration of the grant.

 

What You’ll Bring

 

Our ideal candidate has some or all the following experience, skills, and characteristics:​

  • Bachelor’s Degree in Urban Planning, Finance, Public Administration, Accounting, Economics, Business Administration, or a related field.

  • Five (5) years of professional-level experience managing or administering grants, including housing or community development grants.

  • Experience in urban planning, ideally with a focus on housing, zoning, land use, and/or the development review process—all of which will be a focus of the grant activities to advance affordable housing.

  • Experience in federal grant administration including ongoing grant compliance and required reporting with funding requirements. Ideally, a foundational knowledge of the Disaster Recovery Grant Reporting (DRGR) system used by HUD.

  • Experience overseeing complex regulatory projects across workgroups and agencies with multiple priorities and deadlines. Ability to organize work, set priorities, determine resource requirements, set short and long-term goals, and ensure timeliness of outcomes.

  • Experience with performance evaluation, monitoring, documentation and grant reporting to ensure targeted outcomes around housing goals are met.

  • Experience with stakeholder engagement, and the ability to lead public meetings as required by the grant and support additional engagement associated to each activity.

  • Strong communication skills working across project teams, with HUD, and external stakeholders.

  • Experience reviewing and analyzing financial data, budgets, and grant expenditures.

  • Ability to troubleshoot grant administration issues and work collaboratively with grantees and other stakeholders to resolve challenges

 

Required Minimum Qualifications

  • Education Requirement: Bachelor's Degree in a related field based on a specific position(s).

  • Experience Requirement: Five (5) years’ experience performing full performance professional level duties within a specialized, functional area. (This does not include clerical experience.)

  • Education/Experience Equivalency:  One (1) year of the appropriate type and level of experience may be substituted for each required year of post high school education.

  • Additional appropriate education may be substituted for the minimum experience requirements.
