The Economic Opportunity Specialist is responsible for advancing economic vitality and the development, facilitation, execution and documentation of the Greater Rifle Improvement Team (GRIT) Main Street Program and the Visitor Improvement Fund Advisory Board. This position serves as the City’s primary liaison to the business community and the internal champion for making municipal processes more efficient, predictable, and user-friendly. The Specialist works directly with entrepreneurs, property owners, manufacturers, and retailers to help them navigate City systems while identifying process improvements that strengthen the local business climate. The Specialist manages the Greater Rifle Improvement Team (GRIT) Main Street Program and GRIT Grant programs and ensures compliance and reporting with the Colorado Main Street Program. This is generally an in-person position that is not eligible for regular remote work.

Experience and Training:

Minimum Education: Bachelor’s degree in Economic Development, Public Administration, Business Administration, Urban Planning, or related field preferred, equivalent combination of education and experience will be considered.  

Job Requirements: Valid Colorado Driver’s License or ability to obtain within 6 months of hire. Ability to pass background check and MVR with results that are acceptable to the City of Rifle. Ability to work evening and weekend hours as required.

Special Requirements:  Ability to speak Spanish to communicate the technical aspects of the job to Spanish speaking customers highly preferred. Will be required to utilize available technology to communicate with Spanish speaking customers at a minimum.

Work Experience in Positions Similar or Related to This Job: Requires a minimum of 3 years’ experience in related work in the private or public sectors including: business retention or expansion, public sector or regulatory systems, and downtown revitalization.

This is a full-time position with benefits including Medical, Dental, Vision, and Life Insurance as well as retirement, sick, vacation, and holiday pay.
