City of Lamar: 2025 Comprehensive Plan - Comprehensive Plan Award
The City of Lamar’s 2025 Comprehensive Plan, Crossroads HORIZON, has been honored with a Merit Award from APA Colorado, recognizing excellence in comprehensive planning. This achievement reflects the City’s commitment to inclusive engagement, strategic visioning, and actionable implementation.
The effort was championed by Mayor Kirk Crespin and the Lamar City Council, whose leadership ensured the plan remained rooted in community values and long-term resilience. Their support empowered Anne-Marie Crampton, Community Development Director, to guide the planning process with clarity and purpose.
Developed in partnership with Ayres Associates, the plan was crafted in both English and Spanish to ensure accessibility and authenticity. It features a bilingual, iterative engagement strategy and integrates technical studies such as a Housing Assessment, Economic Report, and Zoning Code Audit. An internal-facing Implementation Workbook translates community goals into measurable actions, supporting accountability and progress.
