Shaping Frisco’s Future: A Comprehensive Plan for Resilience and Community

Nestled in the heart of Colorado’s high country, Frisco is a community defined by its stunning mountain landscapes, strong sense of place, and the steady rhythm of tourism and recreation. Yet, like many mountain towns, Frisco faces complex pressures: rapid population growth, rising housing costs, increasing demands on natural systems, and the urgent realities of climate change.

To navigate these challenges, the Town of Frisco partnered with Design Workshop to create the Frisco Comprehensive Plan—a roadmap that balances growth with preservation and ensures that the community remains vibrant, inclusive, and resilient for generations to come.

At its core, the Frisco Comprehensive Plan is about aligning community values with actionable strategies. From the start, broad-based engagement shaped the process. Residents, business owners, seasonal workers, and visitors contributed through surveys, workshops, open houses, and conversations. Their input made clear what matters most: protecting Frisco’s small-town character, preserving access to nature, addressing housing affordability, supporting local businesses, and preparing for climate change.

A guiding principle of the plan is balancing tourism with preservation. Frisco’s popularity as a year-round destination sustains the local economy but also strains infrastructure and natural resources. The plan recommends thoughtful growth management, expanded mobility beyond cars, and new public spaces that foster both community connection and visitor enjoyment.

Housing affordability emerged as a top concern. Rising costs and limited options threaten the ability of local workers, young families, and seniors to remain in town. The plan calls for diversifying housing, incentivizing workforce options, and building creative partnerships to expand attainable housing. These strategies aim to maintain inclusivity and prevent displacement of long-time residents.

The plan also emphasizes climate resilience. Mountain communities face shifting snowpack, heightened wildfire risks, and increased water pressures. To respond, sustainability and ecological stewardship are integrated across land use, transportation, and infrastructure policies. By embedding resilience throughout, Frisco positions itself as a leader among mountain towns confronting climate change with foresight and determination.

Another key theme is celebrating cultural and historic identity. Frisco’s roots as a mining town and its enduring connection to the landscape remain central to its identity. The plan highlights opportunities to honor this legacy through public art, historic preservation, and storytelling, while ensuring that future development builds on the community’s heritage.

Ultimately, the Frisco Comprehensive Plan is more than a policy document—it is a living vision shaped by and for the community. By weaving together housing affordability, climate resilience, cultural heritage, and sustainable growth, the plan charts a future that is both innovative and deeply rooted in Frisco’s spirit.

As Frisco looks ahead, the Comprehensive Plan stands as a testament to what is possible when a community comes together: a shared vision for a mountain town thriving in balance with its people, its environment, and its enduring sense of place.
